This position is open to current Colorado residents only. This position is open only to classified permanent employees of the listed department and division within that department. Work Unit:Human Resources The Office of Operations & Strategy, Division of Human Resources (HR) exists to provide human resource services to applicants, managers, and employees who work for the Colorado Department of Human Services (CDHS). The Human Resources team delivers services to the Department's offices and divisions through a dedicated HR Business Partner (HRBP) in collaboration with the HR Centers of Excellence (COE), which includes Talent Acquisition (TA), Learning and Development (L&D), HR Operations, and Civil Rights. Human Resources performs all activities related to the Department's human resources functions, including compliance with State Personnel Board rules, recruitment and hiring, professional development, employee benefits, performance, discipline, and civil rights. This position is currently hybrid. 3 days remote, 2 days in office Please note: These working arrangements are subject to change. What you will be doing: The lead position is partially accountable for the work product of assigned staff. Position determines standards of performance. Is responsible for assigning work, monitoring progress of and flow of work and quality of work. Recommend and develop new approaches, policies, and procedures to effect continual improvements in efficiency in department and services performed, including new employee onboarding; develops and maintains a handbook on policies and procedures. Evaluates reports, decisions, and results of team initiatives in relation to established goals. Primary Job Duties Include: • Manage Daily Activities/Work Lead - Monitor daily activities of assigned HR Operations staff, ensuring all work complies with all related State and federal laws, the Colorado constitution and statutes, State personnel rules, and CDHS policies. Ensure employee transactions are processed accurately and timely resulting in Colorado Department of Human Services (CDHS) staff being paid correctly and on time. Enact contingency plans as needed; escalate and direct activities during system problems and failures. • Problem Solving and Process Improvement - Collaboration with the other HR operations lead to monitor team priorities; establish agreement around intended outcomes/results: ensure that the operations team and other stakeholders are working toward common CDHS goals of effective communication, customer service and consistency in the information and service we provide. Position actively engages in problem solving and identifies and develops process improvements. • Data Information/Integrity - Receive, interpret, verify and process personnel actions (PAF’s) in electronic workflow systems for completeness and compliance with related State and federal laws, the Colorado constitution and statutes, State personnel rules and CDHS policies. Research and resolve discrepancies. • Professional Development - Participate in professional development coursework, training sessions and/or seminars on an ongoing basis. Enhance individual and unit effectiveness by completing special projects and stretch assignments accordingly. Stay abreast of current developments and best practices in HR disciplines. CDHS Selection Process Explanation Employment history is calculated on a full-time basis (40/hrs. per week). Part-time employment is calculated on a prorated basis to determine qualifications. Minimum Qualification Screening Process: A Human Resources Analyst will review the work experience/job duties sections of the online job application to determine whether your experience meets the minimum qualifications for the position. Minimum Qualifications: Experience: 5 years of relevant experience in an occupation related to the work assigned to this position, including: • Work lead and/or supervisory experience • Demonstrated ability to provide outstanding customer service and develop productive working relationships with all stakeholders • Demonstrated ability in data entry and prioritizing work when working in a fast-paced environment • Demonstrated ability to create and/or update internal standard operating procedures • Demonstrated ability to utilize various software applications to research and input data, ensuring accuracy and maintaining confidentiality • Demonstrated ability to assign tasks and monitor for completion • Demonstrated ability to monitor workloads, ensuring deadlines are met • Demonstrated ability to assist with tasks for special projects outside the normal scope of work OR Education and Experience: A combination of related education and/or relevant experience equal to five (5) years in the work assigned to this position, including: • Work lead and/or supervisory experience • Demonstrated ability to provide outstanding customer service and develop productive working relationships with all stakeholders • Demonstrated ability in data entry and prioritizing work when working in a fast-paced environment • Demonstrated ability to create and/or update internal standard operating procedures • Demonstrated ability to utilize various software applications to research and input data, ensuring accuracy and maintaining confidentiality • Demonstrated ability to assign tasks and monitor for completion • Demonstrated ability to monitor workloads, ensuring deadlines are met • Demonstrated ability to assist with tasks for special projects outside the normal scope of work Substitutions • Additional appropriate education will substitute for the required experience on a year-for-year basis. • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
