Definition: Under overall supervision of the Transportation Engineering Administrator, this position helps maintain proper operation of the traffic signal system and other related infrastructure. Receives day to day direct oversight, direction, and technical guidance from the Traffic Signals Supervisor. Perform journey level technical work related to the installation, testing, operation, maintenance, and repair of the City’s traffic signal system, driver feedback signs, school flasher system, and other traffic control devices. Performs tasks relating to traffic signal operations, maintenance, and construction / upgrades. Perform equipment testing, telecommunications maintenance, preventive maintenance, equipment upgrades and repair. Inspect signal related work performed by contractors and others. TST I: This position is an entry level in the Traffic Signal Technician series, requiring experience in traffic signal and/or related electrical systems and equipment, as well as knowledge and background in electrical work and maintenance. This position may reasonably expect to progress to the Level II with on-the-job training, experience, ability to perform work independently, and satisfactory job performance. TST II: This position requires significant prior journey level traffic signal maintenance experience and demonstrated knowledge of traffic signal maintenance principles and practices. Work is distinguished from the Traffic Signal Technician I class by the greater complexity of work assignments and ability to independently perform most maintenance, repair, and installation work. Field training, classroom training, tools, safety equipment, and IMSA certification fee for passing test will be provided at NO COST to applicant. Principal Duties: · Troubleshoot, repair, and perform preventative maintenance on signalized intersections, opticom system, school flashers, and other traffic control devices. This position should perform less complex work independently. · Respond to emergencies and perform repairs related to traffic signals, school flashers, driver feedback signs, and other traffic control devices. · Test, troubleshoot, and repair the Opticom, Conflict Monitor / MMU (Malfunction Management Unit), BIU (Bus Interface Unit), and other components of traffic signal / traffic control systems in the shop. · Test, program, install, and calibrate a variety of equipment for traffic signals, school flashers, and other traffic control devices. · Inspect traffic signal equipment at intersections, inventory equipment, create traffic signal infrastructure field drawings, and compile information to develop accurate intersection surveys, and compile / maintain various records and reports. · Assist Sr Signal Technician with updating technical specifications and approved materials for traffic signal equipment, related construction standards, and specifications for traffic signal and other system installations. · In a timely manner, respond to citizen inquiries and complaints regarding traffic signal and related system operations and maintenance. · Inspect work performed by contractors on traffic signals, other traffic control devices, and maintenance / construction activities. · Maintain communication between signal field equipment and traffic signal software / computers. Coordinate repairs with other City staff and communication companies. · Establish a safe work zone area for preventative maintenance, upgrade / construction activities, and emergency repair of traffic signals or other traffic control devices. · Assist in maintaining proper inventory levels of materials, parts, and equipment. Help order parts and materials. · Build alliances, foster effective teamwork, and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions, outside agencies, the public and contractors. · Demonstrate behavior that sets a positive example for integrity, fiscal responsibility, and professionalism. TST II: · Include all duties required of a Traffic Signal Technician I. • Help monitor and evaluate operational performance of signal system programs and equipment, including use of traffic signal system and other signal equipment software programs. · Assist the Sr Signal Technician in preparation of work cost estimates, annual operating budget and work plans for the traffic signal section. · Assist in development of standard operating and safety procedures related to the traffic signal operations. Working Environment: Work is performed in office, shop, and field environments, construction sites, and in roadway during heavy traffic conditions. Work requires performing continuous detailed work and multiple concurrent tasks. Work frequently requires working at heights of 10-35 feet above ground on a platform lift truck, bucket truck, and ladder, bending, stooping, walking, standing, sitting, reaching, exposure to electrical energy, intermittent traffic noise, working around moving vehicles in heavy traffic, inclement Colorado weather, daytime and nighttime conditions, extreme temperatures, and walking on slippery/uneven walking surfaces. Work requires visual and physical capabilities to work on computers and associated equipment, to operate passenger vehicles, trucks, and motorized equipment, and to distinguish all colors correctly in all lighting conditions, to clearly hear traffic and other sounds, to work safely in street and be able to move quickly in traffic while carrying equipment and tools. Requires carrying a cell phone, being able to respond to emergency traffic signal or other traffic control device problems during and after work hours. Overtime, flexible time, and on call work schedules may be required to fulfill organizational needs. Qualifications: TST I: Any combination of education and experience equivalent to one or more years of increasingly responsible experience in the maintenance and repair of traffic signal components and systems, and / or comparable electrical, communications, or similar field / technologies, and the operation of general maintenance and construction materials and equipment. Special Qualifications: The candidate for this position must be able to meet the physical requirements necessary to do the job. Possession of a valid Colorado Driver’s License. Within 6 months of hire, have principal residence within a 45-minute drive time to Longmont in order to respond to after hours on-call emergencies. IMSA Level I Traffic Signal Certification required within 6 months of hire. TST II: Any combination of education and experience equivalent to traffic signal maintenance training and at least four years of increasingly responsible experience in the maintenance, repair, and installation of traffic signal components and systems including experience in testing and complex troubleshooting of systems.Special Qualifications: The candidate for this position must be able to meet the physical requirements necessary to do the job. Possession of a valid Colorado Driver’s License. Within 6 months of hire, have principal residence within a 45-minute drive time to Longmont in order to respond to after hours on-call emergencies. IMSA Level I Traffic Signal Certification required. IMSA Level II Traffic Signal Certification required within 6 months of hire. IMSA Level III Traffic Signal Certification, Work Zone Traffic Control Certification, and Flagger Certification desired.
