This position is open to current Colorado residents only. The Division of Aging and Adult Protective Services (AAPS) is one of four Divisions within the Office of Adult, Aging and Disability Services. The Division exists to provide state leadership and supervision for all services (state, county, local, non- profit, etc.) in the administration and coordination of services to older adults and at-risk adults, to include oversight of all 64 county departments of social/human services in the administration of Adult Protective Services (APS) programs as well as the 16 Area Agencies on Aging (AAA) in the administration of programs and services funded by the Older Americans Act (OAA) and State Funding for Senior Services (SFSS). The Division consists of the following management units that report to the Division Director: State Unit on Aging (SUA); Adult Protective Services, and within, the CAPS Check Unit (CCU), and APS Policy Unit Data, Fiscal and Program Accountability functions are included in both units. APS administers both the statewide APS program and the CAPS Check Unit (CCU). The APS program provides supervisory oversight of 64 County Departments in the administration of APS. This includes providing training and technical assistance, conducting monitoring and other quality assurance activities, and establishing regulatory policy and program requirements. The CCU provides pre-employment background screening of the Colorado APS Data System (CAPS), supporting employers who hire individuals in positions providing direct care to at-risk adults. This position is a hybrid work position that requires two assigned, in-office days per week located at 1575 Sherman Street, Denver, CO The CAPS Technician position processes checks of the CAPS data system to determine that a person has substantiated mistreatment of an at-risk adult in an Adult Protective Services (APS) case. The position follows strict protocols for conducting the check that ensure that statute and rule requirements are followed for all checks. For each check, the technician must confirm that the person requesting the check is authorized by statute to request a CAPS check. The position reviews numerous data points to ensure the results of the check are accurate, i.e., that a false positive or false negative conclusion is not made. The position provides the results to the employer. When the position has identified a positive match, as outlined by statute, rule, and the CAPS Check protocol, the position documents the match for supervisor approval. Additionally, as a CAPS Technician II, you can expect to: • Research data in CAPS to determine whether an applicant has been substantiated of mistreating an at-risk adult. This includes multiple searches, comparing the perpetrator’s and the person’s data, analyzing whether a substantiated finding may legally be provided to the requestor, and making a recommendation to the supervisor for all potential matches. The position independently provides a result to the employer when there is no match, i.e.. The applicant has clearly not substantiated of mistreatment in an APS case • Reviews CAPS check registration requests to confirm that the requester is statutorily permitted to request CAPS Checks. If the request is from a permitted entity, the position completes the registration process in CAPS. If the requester is not identified as a permitted entity, the position performs additional research to determine next steps. The position makes a recommendation to the supervisor once the next steps have been identified. The position updates the entity’s information in CAPS when the entity revises registration information (e.g., reports a new address) or when the entity is identified by another state agency as no longer in existence • Independently monitors performance outcomes through standardized reporting tools in CAPS. This position works as a team to evaluate and improve the CAPS check process. Position recommends CAPS system improvements, relegating the CAPS Check functionality to the CCU supervisor. • Other job-related duties as assigned or required. Experience Only: • Two (2) years of relevant experience application screening, eligibility determination, investigative services (APS/CPS/Law Enforcement), or general social service administration.
